Organizations can make a difference to the communities they serve and their people through elevating equity as the force to unite others, amplifying voices, and acknowledging that sharing power and empowering others creates belonging .

We leverage our lived experience to accelerate the design and implementation of equity strategies. A multi-cultural and systemic change approach is a key ingredient for success.

We partner with global experts designing solutions informed by evidence-based research and practice. Our focus is to build cross-functional, health ecosystem, government, academia and community partnerships to advocate for changes in policy and legislation to advance equity and for sustainability.

We have more than 25 years of global experience working with Government, Academia, Healthcare Systems, Life Sciences and Community advocacy and health organizations.
Our solutions are adaptable leveraging digital and AI, focusing on humanizing work and experiences, measuring the impact of strategies and interventions in employee engagement, satisfaction and health of the communities we serve. We apply system thinking and change management to design our solutions and advocate for policy changes at a state, national and global level.

Dr. Colon-Kolacko is the President and Founder of Global Equity and Learning Partners, LLC.
(GEL), a consulting and interim management practice that designs and implements inclusion,
racial and health equity, human capital, talent management, cultural transformation,
customer experience, and change management strategies to build equitable and learning
organizations. She has over 30 years of experience in Global Pharmaceuticals, Life Sciences,
Health Systems, Academia, Government, Corporate, and Nonprofits.

She is the former Tufts Medicine, Senior VP, Chief Diversity and Equity and Inclusion Officer
responsible for advancing diversity, racial and health equity, inclusion, and Community
Health. As an Officer of the City of NYC, working for Mayor De Blasio, Rosa is the former NYC
Health + Hospitals SVP and Chief People/Experience Officer responsible for 60K employees,
and Christiana Care Health System in Delaware, SVP Chief Diversity and Learning Officer as
one of the first CDO’s in healthcare. Earlier in her career, she worked at Bristol Myers-Squibb
and, SmithKline Beecham (since renamed GlaxoSmithKline), leading change, cultural
transformation, supply chain, IT Implementations (SAP, EPIC, Workday) learning and talent management, leadership development, and lean/Six Sigma functions in Asia, Europe, North America, and Puerto Rico.

Rosa is incredibly involved in national and state-level boards to advance equity. She is the
inaugural President of the Board of the MA Health Equity Compact, Inc., an organization of
80+ C-Suite leaders of color advancing the agenda through legislation working with the
Secretary of Public Health and the Governor, workforce development, governance, data, and
access to care. In addition, she is a board member of the national (AAAED), LEAD Fund for
Leadership, Equity, Access, and Diversity and the past President of the Board of Directors of
the Delaware Latin America Community Center. Rosa worked as DEI strategic advisor for Rita
Landgraf, Secretary of DHSS, at that time, conducting a statewide cultural and linguistic
assessment and developing the first DHSS DEI strategic plan. Rosa was a member of the New
York City Health and Hospitals Equity Coalition, Philadelphia Collaborative for Health Equity,
AHA Institute for Diversity in Health Management now IFDHE Executive Leadership Council,
and the National Association of Latino Healthcare Executive.

She received her Ph.D. in Organizational Development and Change from Benedictine
University, an MBA from Henley Business School, University of Reading England, a
post-graduate Marketing Diploma from the Chartered Institute of Marketing, London, Senior
Certified Professional (SHRM-SCP) from the Society of Human Resources Management and a
Certificate in Diversity Management (CDM) from Georgetown University and the AHA
Institute for Diversity and Health Equity.

She is a researcher and has held Academic positions as Professor of Professional Practice at
Bowling Green State University, adjunct faculty at Georgetown University, University of
Delaware, and Thomas Jefferson University Ph.D. and graduate DEI certificate designer and
faculty of the Graduate Certificate of Healthcare Diversity Leadership. Currently, Tufts School
of Medicine Adjunct Professor in the Department of Public Health and Community Medicine.
She is also an Equity Fellow of the Delaware Community Foundation.
